The aspects of developing the ISO 9001 standard on the example of the Khabarovsk oil refinery

Abstract: The article deals with the key prospects and advantages of the development of the ISO 9001 quality standard on the example of studying an oil refinery in Khabarovsk. Khabarovsk Oil Refinery (JSC "NOC Khabarovsk Refinery"). The importance of developing quality standardization, ISO, included for optimizing various types of targets, processes and decision-making in different areas is shown. Methodological recommendations have been developed for the ISO introduction into the operation of Khabarovsk refinery, taking into account the uncertainty of the market and the influence of external factors.

Аннотация: В статье рассматриваются ключевые перспективы и преимущества развития стандарта качества ИСО 9001 на примере исследования нефтеперерабатывающего предприятия г. Хабаровска. Хабаровский нефтеперерабатывающий завод (АО «ННК Хабаровский НПЗ»). Показана важность развития стандартизации качества и в том числе ИСО для оптимизации различного вида задач, процессов и принятия решений в разных областях. Разработаны методические рекомендации по ведению ИСО в работу НПЗ г. Хабаровска, учитывающие неопределённость рынка и влияние внешних факторов.

Introduction

Currently, the fuel and energy complex (fuel and energy complex) is one of the budget-forming sectors of the Russian economy, the city of Khabarovsk included. It accounts for about a quarter of gross domestic product production, a third of industrial production, about half of the federal budget revenues, exports and foreign exchange earnings of the country.

The oil refineries of Khabarovsk are characterized by their high social, economic and political significance not only in the city, but also throughout the country.

Russia is a unique oil and gas country with one of the largest fuel and energy resources in the world. On 13% of the Earth's territory, in a country where less than 3% of the world's population lives, about 13% of the world's proven oil reserves and 34% of natural gas reserves are concentrated. The annual production of primary energy resources in Russia is more than 12% of world production.

Meanwhile, there are a number of problems in this industry that are of a legal, economic, social and environmental nature. Due to these problems, the Russian oil and gas complex is developing insufficiently and efficiently, using its potential by only 38%. In the global economy, these problems are becoming more acute. In this regard, only a qualitatively new fuel and energy complex equipped with advanced technologies and highly qualified personnel can meet the requirements of the world economy.

To solve the targets set, the enterprises of the city of Khabarovsk must not only produce high-quality products, but also demonstrate a high level of management. This is achieved by the development of quality management systems that comply with Russian and international standards, the development of the ISO 9001 standard included

ISO 9001 perspective

Constantly accelerating changes in the competitive environment and the flow of business processes are the result of globalization. This fact proved the importance of standardization for commercial companies around the world. And the introduction of innovations in standards, such as ISO 9001, in all the companies is a way to achieve this. The implementation of the ISO 9001 standard in a company does not always lead to the desired results; in practice, this is usually due to inefficient implementation. Thus, the effectiveness of the implementation of the ISO 9001 standard and its real value for improving the efficiency of the company's activities was a very controversial issue.

Many studies have not shown convincing evidence of the effectiveness of the standard. In fact, some authors argue that the success of the ISO 9001 standard does not depend on the standard itself, its content and requirements, but rather on how this standard is implemented by various organizations. Thus, the success or failure of the ISO 9001 standard in improving the performance of firms can be explained by its effective or ineffective implementation, and not by the inherent shortcomings of the standard.

Khabarovsk Oil Refinery (JSC "NOC-Khabarovsk Refinery") is a Russian refinery, a leading Far Eastern producer of motor and boiler fuel. The plant also belongs to ISO 9001 standardization.

The development and implementation of the refinery's corporate strategy, which could better meet the rapidly changing external conditions, has become an extremely important part of the management of most companies. Since the implementation of the strategic planning process allows the company's management to clearly see and think through the prospects of the company's life, determine its strategic advantages over other companies in advance.

Since the formation of the Russian Federation, the oil and gas industry has been widely developed, annually increasing the production of hydrocarbons. Since 1998, oil production has grown almost 1.7 times, recovering from the crisis autumn of the 90s.

During this period, all the largest oil and gas provinces were developed. Using giant deposits with low unit costs, the subsoil companies have received high benefits due to the export of oil and gas.

Having received new effective management levers, the Khabarovsk Oil Refinery successfully continues to work on improving the quality management system, reviewing and updating the necessary processes.

The firm's performance is evaluated by standard or prescribed performance, performance and environmental responsibility indicators, such as cycle duration, productivity, waste reduction and compliance with regulatory requirements.

In this regard, the growth of the oil and gas industry observed in the last twenty years cannot be called qualitative and long-term. The raw materials sector, which was supposed to stimulate and provide non-primary sectors of the economy in our country, has not fulfilled its task and does not fulfill it to this day due to its irrational use and public administration.

The advantages of the development of ISO 9001 in the organization's activities include the following:

  • effective relations of the company with stakeholders on security issues, ensuring the right choice of the contractor/ supplier organization;
  • increasing the investment attractiveness of the company;
  • gaining an advantage over competitors by participating in competitions and tenders for the provision of cargo transportation services;
  • strengthening the reputation and image of the company as a reliable supplier in the market of goods and services provided;
  • growth of loyalty on the part of supervisory authorities;
  • reducing the number and size of security violations in transport;
  • reduction of the number of theft and smuggling in transport;
  • the possibility of creating an integrated management system, due to the high degree of harmonization of ISO 28000 standard with ISO 9001 and ISO 14001;
  • effective risk management in relation to security threats applicable to the company's type of activity;
  • facilitating the company's obtaining the status of compliance with the requirements of security programs of customs organizations (for example, the status of a European authorized economic operator or partnership in the C-SPENDING program);
  • optimization of costs for maintaining an adequate level of supply chain security through the systematic use of internal resources of the company.

ISO 9001 is a standard that facilitates the implementation of best practices in the enterprise quality management system (QMS). Compliance with the ISO 9001 standard requires automation and digital technologies, such as the complete QHSE system from Compliance Quest.

The system of the Khabarovsk Oil Refinery complies with the requirements of the ISO 9001 standard, which allows the enterprises of the oil refining industry in Khabarovsk to meet the requirements and thereby make their quality management system effective.

Modernization and Standardization Development Plan:

  5. Operation of the standard in the reality of business.
  6. Explanation of the new structure, terminology and concepts.
  7. Cross-reference between ISO 9001:2015 and API specification Q1.

Consequently, the above-mentioned documents establish mechanisms of interaction between state bodies represented by customs services and entrepreneurs, defining the areas of responsibility of the state and business; open up new opportunities in the application of the concept of integrated supply chain security (CSSS).

Conclusion

The new version of ISO 9001 standards does not require a radical and substantial revision of the quality management system; it is necessary to conduct a gradual revision of documents and systems, additional training of personnel and to carry out this, if possible, as part of the improvement of quality management systems.

Thus, the main and most significant feature of the new version of the ISI 9000 international standards is a fundamental change in the approach to quality management. Quality management becomes dominant in the company's activities, we go "from product quality to company quality".

The system basis of the new version consists of eight management principles:

  1. Focus on the consumer.
  2. Responsibility of management.
  3. Involvement of all staff.
  4. Process approach. The desired result is achieved more efficiently if activities and resources are managed as processes.

An oil refining company that has an ISO 9001 certificate should organize processes with an end-user orientation. Thus, the refinery requires total control over the characteristics of its products, the introduction of new technologies that improve the consumer characteristics of its products.
