Assessment of the effectiveness of innovation development in higher education institutions

Abstract: The article considers the main characteristics of innovation activity in higher education institutions. The relevance of the innovative approach in economic thought lies in adapting to the modern conditions of the national economy. Higher schools in this area are becoming "intermediaries" between private business and the state. For the country's economy, innovative products that have been created by higher education institutions have a significant impact. We consider the indicators and volumes of commercialization of innovative projects to be an important indicator in the activities of higher educational institutions within the framework of innovation.

Introduction

Current trends in higher education institutions in the modern world are subject to change, taking into account external and internal factors that influence the development of the country. The development of national welfare, the level of economic potential and the effectiveness of social reproduction in the modern world are changing by the innovation of these categories. We consider it important to note that higher education institutions are a driver in the development of innovations, as well as fundamental researchers of new theories, approaches and other activities.

For the country's economy, innovative products that have been created by higher education institutions have a significant impact. These influences are reflected in the development of the national economy, innovative products are represented in almost all segments of the country's economic market: the labor market, goods and services, industry, manufacturing, automotive and others.

Methods

In the process of global globalization, the following indicator "global innovation index" has been identified [5]. This index refers to the indicators of innovative developments of local higher education institutions of a particular country. At the same time, in the process of a dynamically changing world, innovative projects in Russia slightly change the vector of development, focusing on the domestic market. At the same time, there is also a low level of innovation in higher educational institutions of the country as a result of a shortage of entrepreneurial abilities in a sufficient proportion of entrepreneurs, the introduction of innovative approaches to business management is also at a low level.

Results

Competition between higher education institutions increases based on the results of each innovation activity, especially within the framework of those innovations that are actively commercialized.

From Figure 1, we note that the attraction of resources and the result of innovative activity in the Russian economy since 2020 reflects a decrease in indicators. The drop in 2020 is due to a reduction in innovation activity against the background of the spread of coronavirus infection. Starting in 2022, during the sanctions policy against the Russian Federation, the trend of innovation development has slowed down due to changes in the vector of development of public consciousness, to which all institutions of society, headed by higher educational institutions, need to adapt.

The modern model of innovation development fits into the framework of the "Triple Helix" model, where higher education institutions act as intermediaries between business (the private sector of the economy) and government agencies, we note the logic of this structure, since it is higher education institutions that adapt legislative models, innovative models to society. Figure 2 shows the main directions of innovation development.

Modern approaches to the analysis and effectiveness of innovative projects in higher education institutions are reduced to the formation of models for the development of a particular project. Today, business process modeling allows you to quickly adapt to current conditions. For example, the emergence of online learning was also developed using online modeling of all processes with the designation of a development strategy, goals, objectives., the final effect and also note the relevance of the application of the "triple helix" method:

Input: development of a unique online training offer (courses, advanced training, etc.).

Product: a created database with lecture materials, practical recommendations, adapted to the needs of the market.

Output: the business receives valuable personnel in the course of obtaining relevant competencies.

Discussion

As part of the study of the effectiveness of innovation, let's consider the key indicators (Figure 3).

Thus, we consider the commercialization of innovative projects to be an important indicator in the activities of higher educational institutions within the framework of innovation. The demand from businesses also reflects the interest in qualified personnel and improving the efficiency of enterprises. The increased demand reflects, among other things, the effectiveness of innovative projects.

Continuous training for senior management, specialists and other employees at the present stage of dynamic development of all spheres of activity is an important factor. The main task of higher schools is to adapt educational material to modern conditions and development trends.

The organization of conditions for research education is also one of the main tasks of higher education. The number of specialized classrooms, laboratories, technical materials and others.

Conclusion

Thus, modern approaches to the analysis and effectiveness of innovative projects in higher education institutions are reduced to the formation of models for the development of a particular project. The modern model according to which the higher school carries out effective innovative activities is the "Triple Helix". Request needs from business partners, development of the necessary product, the final effect. In general, improving the innovation system, increasing efficiency, that is, the number of orders, quality characteristics, developing partnerships, and increasing human resources are the main tasks in the framework of innovation development today.
